PUB 5450 - Public Administration in Theory and Application


I. COURSE DESCRIPTION
This course examines the role of public administration and not-for-profit organizations in a democratic society. Students examine the cultural and intellectual evolution of the field, the theories, forces, and people that drive the public sector and the specific management techniques used to implement public policy. Finally, attention is given to how public policies are developed and the institutions that governments use to implement those policies.

2) The historic evolution of public administration as a field of study.
3) The behavioral and organization theories that apply to public sector organizations.
4) The role of leaders and leadership in the public sector.
5) The impact of democratic governance on the shape and style of public management.
6) The strategies used to improve the efficiency and effective of management in the public sector.
7) The techniques used for performance measurement and the evaluation of public programs.
8) The role of public budgets in the governance process.
9) The complexities of managing human resources in the public sector.
10) The analytical approaches used to establish public policies.
11) The use of intersectoral (public-private) approaches for the delivery of public services.
12) How public policy goals are achieved through intergovernmental management.
13) The role of ethics in public sector decision-making.
