I. COURSE DESCRIPTION
Delivered online. This course introduces students to fundamental legal concepts regarding administrative law and the administrative process. The course also introduces students to the field of ethics and shows how ethical principles are applied to administrative agencies to ensure not only legal but also moral government decision-making. Administrative law is the body of law concerned with the actions of administrative agencies, frequently called the "4th branch of government" in the United States. The course thus examines how administrative agencies are created, how they exercise their powers, how they make laws and policy formally as well as informally, the laws that govern agency rulemaking and adjudications, especially the Administrative Procedure Act, Constitutional and other legal protections afforded against agency actions, and how agency actions are reviewed and remedied by the courts and legislative branch of government. The cours also examines the intergovernmental relations and the political and practical constraints that influence administrative policy. Prerequisites: POLS 1010 or equivalent.

III. LEARNING OUTCOMES
1) Comprehend the principles of administrative law and their practical application in a modern government context. 2) Recognize the moral component to government decision-making, the presence of moral dilemmas confronting government, recognize that ethics is a branch of philosophy, comprehend certain fundamental ethical theories and principles, understand how and why they are applied to practical administrative agency decision-making to help ensure moral decision-making. 3) Understand the administrative process, particularly the constitutional and statutory requirements for agency rule making and adjudication, and the availability and scope of judicial review of agency decisions, and also understand the constitutional limitations on agency actions. 4) Understand the nature of the legal, political, and practical constraints that influence agency policy-making. 5) Discern the complex set of intergovernmental relations that influence public policy. 6) Engage in group discussion and case analysis, engage in principled legal and ethical analysis, demonstrate sound decision-making, incorporating legal and ethical values, deal more effectively with legal and moral dilemmas in the workplace, and manifest heightened reasoning and communication capabilities.
