PUB 5463 - Emergency Management in the Public Sector


I. COURSE DESCRIPTION
This course will explore several major issues, theories, and strategies in contemporary disaster and emergency management. The main objectives of this course are to expose the students to: 1) The historical, administrative, institutional, and organizational framework of disaster and emergency management in the United States; 2) The role of the federal, state, and local governments in disasters; 3) The role of nongovernmental organizations in emergency management; 4) The role of land use regulation, the media, crisis communication, insurance and citizen participation; 5) The social and economic costs of disasters; and 6) The management of a natural or man-made disaster.

III. LEARNING OUTCOMES
1) Recognize the significance that emergency management plays in the operations of organization.
2) Analyze and evaluate the different contributions of various organizations involved in emergency management.
3) Understand the impact of the environment on the development of emergency management.
4) Discuss the challenges associated with dealing with a variety of organizations in a disaster situation.
5) Identify effective approaches to develop, manage, and implement disaster management systems.
6) Demonstrate an ability to use information to transform administrative and public policy decisions to promote innovation.
