Stephen C. Muffler, J.D., LL.M., is a full-time attorney and member of the Florida Bar since 1993. He has been teaching both Administrative Law and Ethics and Business Law and Ethics classes at the H. Wayne Huizenga School of Business and Entrepreneurship at Nova Southeastern University in Ft. Lauderdale, Florida since 1999. He was awarded the Adjunct Professor of the Year at H. Wayne Huizenga School of Business and Entrepreneurship at Nova Southeastern University in 2007 and has taught graduate business law and ethics classes in five different countries. He was a former legal assistant to the Florida Bar’s ethics enforcement branch in Miami Florida and former Special Public Defender for the 17th Judicial Circuit, in and for Broward County Florida.

He currently holds the position of Deputy General Counsel for the Broward County Sheriff’s Office, one of the largest fully accredited public safety agencies in the United States. In this capacity, he represents and advises the Broward County Sheriff’s Office as to issues involving litigation, government procurement, government employment, labor unions, government contracts, administrative hearings, public records requests, Florida sunshine laws, 42 USC 1983 claims, formation of agency internal policies and procedures, and state law and inter-governmental relations. He is charged with training new supervisors at the Broward Sheriff’s Office in relevant administrative law and employment law issues and publishes agency wide monthly training bulletins. He is also tasked with negotiating and drafting complex commercial transactions for this local governmental agency which has an annual budget of over 1 billion tax-payer dollars.

His civic service has included being the former Chairman of the City of Fort Lauderdale’s Citizen Police Review Board and the former Executive Director of the City of Key West’s Citizen Review Board, both of which investigated and/or reviewed administrative complaints against municipal police officers. He holds a B.S. in Administration of Justice from the University of Missouri-St. Louis; J.D. from Nova Southeastern University; and a LL.M in International Law from the University of Miami, School of Law. He is a member of the Florida Sheriff’s Association and the Florida Association of Police Attorneys as well as a member of the Florida Bar’s International Law Section.
